President Vladimir Putin took part in the International Congress on Cyber ??Security, which is being held in Moscow. The head of state spoke at the plenary session and listed the most important measures to combat cybercrimes, Tass reports.

First of all, it is necessary to develop new comprehensive solutions for preventing and suppressing violations in the digital environment, the head of state believes. "Such decisions should increase the effectiveness of the response of operational services to such threats," the President stressed. "To do this, it is important to create the appropriate legal conditions and provide convenient forms of interaction between citizens and state structures."

Equally important is the implementation of the business initiative to create a system for automated exchange of information on threats in the digital environment. With cyberattacks, this system will better coordinate the actions of communication operators, banks, Internet companies with law enforcement agencies and thereby quickly eliminate emerging threats.

Import substitution in digital environment

Putin also spoke for the transition to domestic software. "We will strive for the software and communications infrastructure operating in Russia to be based on domestic technologies and solutions that have been appropriately tested and certified - certainly not at the expense of competition: it goes without saying that we are talking about competitive products that meet the highest demands of consumers" , - he stressed.

In addition, the head of state announced plans to improve qualitatively the level of training of Russian specialists in countering cybercrime. To do this, it is necessary to implement more actively practice-oriented approaches, to use the best foreign and Russian experience.

The Russian leader announced his intention to develop and improve the system of international information exchange on cyberthreats. According to him, the Cabinet of Ministers will soon be determined with the structure, which will be responsible for this work. "The scale of cyberthreats today is such that it is possible to neutralize them only together, combining the efforts of the entire international community," the Russian president stressed.

90 million Russians are familiar with the Internet

According to Putin, artificial intelligence, robotics, "Internet of things" became the basis for economic growth, and digital platforms and electronic document circulation became a guarantee of openness and efficiency of government, business, social and educational institutions. "The new digital environment, really, fundamentally changes the life of a person," the president said.

According to him, already over 90 million people in Russia use the Internet, and even older people become active users of services that provide public services in electronic form. "We intend to continue this work consistently and systematically," the head of state said.

"Effective digital development can be based only on digital freedom: at large for business, for public organizations, for citizens, for removing barriers that constrain and limit progress," the Russian leader said.

The program "Digital Economy", implemented in Russia in 2018, is aimed at making the economy, state administration, social sphere more efficient and more competitive, stimulating demand for innovative ideas and promising scientific research, the Russian president said. Among the priorities of the program is the development of research and development in the field of end-to-end digital technologies, as well as the creation of flexible legal regulation.

Also attention is paid to the creation of a modern information infrastructure that would allow fast, safe transmission, processing and storage of large volumes of data by several orders of magnitude than now.
